For the first time in U.S. history, more than one of every 100 adults is in jail or prison, according to a new report documenting America's rank as the world's No. 1 incarcerator. It urges states to curtail corrections spending by placing fewer low-risk offenders behind bars. We have been talking about this for years, and many of these are low-risk offenders. It was bad enough previously and now worse than ever, and ruining society. In fact, the California Health and Hemp Initiative 2008 would improve that situation.

We found this 070772.pdf on lao.ca.gov, the Legislative Analyst's Office for California, which summarizes the fiscal effects of the CCHHI2008 as follows: 1) Savings in the several tens of millions annually to state and local governments and 2) a potential increase of a few million dollars annually to the state drug abuse program. Are they serious? We think the benefits will be much greater.

Schwarzenegger Vetos Hemp again. October 11, 2007.

Sacramento, Oct. 11th, 2007: For the second year in a row, Gov. Schwarzenegger vetoed a bill to permit industrial cultivation of hemp. The bill was sponsored by Assemblymen Mark Leno (S.F.) and Chuck DeVore (Irvine). The measure would have established a demonstration program for state-licensed farmers to cultivate hemp as an economic product. Text of AB 684

Pacific Ave. in Santa Cruz to let people know that, far from being a “devil weed,” as Drug War propagandists like to brand it, cannabis hemp is a useful farm crop and something of a planetary savior.
